The Illinois Senate early today passed a $57 billion budget that would postpone a $3.7 billion pension payment until January, cut spending by 5 percent and give Gov. Quinn broad &#8220;emergency&#8221; budget powers. The Senate began debating the spending package late Thursday night and wound up passing the plan to the House over GOP opposition at about 1 a.m. on a 31-26 vote.</p>
