Are there any banks or insurance companies that offer retirement pension funds/account that does not charge a set-up fee and no annual fees?

I think you need to modify your question. I live in the UK, and my answers might be different to those you might get in the US. If you say where you are located, people might be able to help you. Fiscal regulations vary from country to country!

It doesn’t have to just be E-trade…there are several companies that also have no-fee IRAs (Fidelity Investments for one). The real question is-are you talking about a personal IRA or setting up some sort of small business plan? Most small business plans (SEP IRA, self employed Roth or regular 401k, Simple IRA, or some equivalent) are going to charge you fees due to the increased cost of reporting to you. The best thing to do is ask around to find out the most economical, depending on what it is you really want.
